OCI Compute - Unable to Connect to Windows Server 2012 Instance after Recreating it from Boot Volume Backup (Doc ID 3000263.1)

Symptoms

 After recreating a Windows Server 2012 instance from a Boot Volume backup, the following error message may be thrown in OCI Console and making the instance inaccessible via Remote Desktop Protocol ( RDP ):

NIC Settings issue inside the Operating System ( OS ) may trigger this issue.
