Oracle Fusion Learning Cloud: When a Learner Has a Course Assignment, Learning Specialist Cannot Create an Offering Assignment (Doc ID 3000453.1)

Symptoms

When a learning specialist enrolls a learner into an Offering, the Process Learning Records job triggers and ends successfully, but no learning assignment is created.

When checking the logs of the Process Learning Records job, the following error appears:

JBO-29000: Unexpected exception caught: java.lang.NullPointerException

This happens for offerings where the course has an initiative created on it.
