OCI Block Storage - Unable to Attach Block Volume to an Instance (Doc ID 3000676.1)

Symptoms

Created an image of an instance, then used this image to spin up a new instance in another compartment. Also, cloned the block volume and moved this block volume to this compartment. The block volume appears in the list of block storages in the new compartment. However, unable to attach this cloned block volume to the instance as it does not appear in the drop down list.
