Symptoms

Free Trade Agreement (FTA) qualification rule of origin TS4_100EQ passes when parent HTS is 6602 and children is 66.

TS4_100EQ should only pass when the first four digit of HS code are different between the parent and the children. This does not happen in the application. In addition, qualification status of children is "Requires Review". However, when you run the qualification action, the result shows "Qualified" as TS4_100EQ passes.
