IDCS Group Mapping To VBCS Application Role Is Not Persisted After Redeployment

Symptoms
A Visual application has application roles mapped to an Identity Cloud Service (IDCS) Group.
The application is developed and tested successfully on a Visual Builder Cloud Service (VBCS) instance and then deployed on a different VBCS instance using Visual Builder Studio (VBS).
The two VBCS instances rely on two different IDCS instances, let's name them DEV and SIT.
At first deployment to SIT instance, the role mappings are manually created as described in
Mapping Roles for Apps Deployed with Pipelines
However, these mappings are unexpectedly lost at every redeployment to SIT from VBS.
