Exporting Negative Numbers From DV Adds An Apostrophe To The Exported Number (Doc ID 3000986.1)

Symptoms

When exporting DV data to CSV format, any negative values are exported with a single apostrophe, a negative sign, and the value ( e.g. '-100.00) regardless of formatting. 

The issue does not occur in other export file types like pdf, ppt or png.
