How IP Address would be allowed to access a Cloud Environment only if it is allowed in both Network Perimeter and in that environment’s IP Allowlist

Note:

In GEN2, could Allowlist IPs using two ways:
1. use EPMautomate command to add IPs to the allowlist of an application instance
2. use the network perimeter feature and add it to the sign on policy in the OCI console
