ACTUAL BEHAVIOR

Export to Excel functionality in the contracts search page works inconsistently.

EXPECTED BEHAVIOR
-----------------------
Export to Excel functionality must work for all users all the time.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Contract Management work area.
2. Search for certain contracts.
3. Click on the Export to Excel button so the results can be exported, nothing happens.
