Consignment - Ownership Functionality Is Not Generating Transactions (Doc ID 3001474.1)

Goal

When performing ownership changes from "Consignment to owned" and "Owned to Consignment" system is not generating any transaction that supposed to do if the previous state has already inventory.

- Consignment to owned
Customer has 10 units of an item on the warehouse using consignation. Ownership change is performed to change that item from consignment to owned. System should generate automatically a purchase order to "buy" the products from the supplier.

- Owned to consignment
Customer has 10 units of an item on the warehouse that belongs to the company. Ownership change is performed to change that item from owned to consignment. System should generate automatically a return to vendor to "return" the products to the supplier.

The system is not generating any transaction in neither scenario.

The ownership change was approved. before the yellow line that represents the batch execution, the data from the ownership_change_head table has the ownership change with the status 'A' = Approved.
