Symptoms

When attempting to submit P11D to HMRC(His Majesty Revenues and Customs) , the following error occurs.

5040: Submission already received for this employer.

The issue can be reproduced at will with the following steps:
1. Go to My Client Groups, Payroll, Submit a flow.
2. Run flow Run P11D Archive and Generate Reports
3. Submit generated file to HMRC and check the response.
