2. Create a promotion (201) for the item.
3. Last Permanent price change record exists in ITEM_PRICE table
4. Previous Price change records moved to ITEM_PRICE_HISTORY table.
5. Cleanup Item Price History batch runs every 24 hours and deletes records older than 90 days from the ITEM_PRICE_HISTORY table.
6. Ticket Printing logic retrieves the WAS price from the ITEM_PRICE_HISTORY.

As the record does not exist in the table. WAS price on the Item Ticket is blank.
