When Item Tickets are printed, WAS price is blank. NOW price is printed as per the Item's Active Promotional price. This occurs for all situations where the item's permanent price change record which an effective_date older than 90 days is not available in the ITEM_PRICE_HISTORY table.

Step to Reproduce:

1. Have a item with Permanent Price change 202 in SIOCS,
2. Create a promotion (201) for the item.
3. Last Permanent price change record exists in ITEM_PRICE table
4. Previous Price change records moved to ITEM_PRICE_HISTORY table.
5. Cleanup Item Price History batch runs every 24 hours and deletes records older than 90 days from the ITEM_PRICE_HISTORY table.
6. Ticket Printing logic retrieves the WAS price from the ITEM_PRICE_HISTORY.

As the record does not exist in the table. WAS price on the Item Ticket is blank.
