Unable to Approve/Close Action Items whenever associated Life Event is in Closed Status

Employee has Action Item ‘Proof of good health’ with Interim and Suspended Benefits. Associated Life Event which triggered pending Action Item is in ‘Closed’ Status. We are getting below results while trying to Approve/Close Pending Action Items and associated Life Event is in Closed Status:
1) Through HDL ‘Close Enrollment Certification Action Items’: We can’t approve/close pending Action Item. Getting following Error Message: ‘The message is Error: No Life event found in started status for the Participant’.
Please refer attached document ‘Through HDL for Close Enrollment Certification Action Items.docx’ for steps followed/Screenshot/HDL File/Expected Result/Actual Result etc.
2) Through Person Data Loader ‘Upload Enrollment Certifications': We can’t approve/close pending Action Item. Getting following Error Message: ‘Warning: No Life event found in started status for Person : XYZ’.

3) Through UI: Through UI we can manually approve/Close pending Action Item by populating the ‘received date.’.

Question: Please let us know why Action Item are not approved/closed (through HDL ‘Close Enrollment Certification Action Items’ or Person Data Loader ‘Upload Enrollment Certifications') when Life Event is in Closed Status?

From Vendor EOI Inbound file, we are generating CLOSE ENROLLMENT CERTIFICATION ACTION ITEMS HDL File and Action Item should be closed automatically (irrespective of associated Life Event status)..
