Symptoms
OCI Database system creation from console fails with following error message:
The database host services are unavailable or not in the active state. Please refer to the following MOS note and restart services - "How to Manage and Check Health of DBSystem and Related Services in OCI (Doc ID 2678285.1)" Please contact Oracle support with the workrequest id <workrequest ID> to determine and fix the problem.
From the workrequest ID provided, following is the error:
DCS-10255:Failed to download the file from Objectstorage. Please verify your network settings
