Unable to add new PGP keys in Publisher after conversion to new cloud console in 24A POD

Symptoms
Unable to add new PGP keys or modify existing ones in Publisher Administration UI. This issue can occur after conversion to the new Oracle Cloud Console and receiving 24A quarterly update.
Existing keys/configurations will work with no issues even though keys are not visible on the UI page.
Steps
- Login to Fusion Cloud Service as Publisher Admin user
- Navigate to Tools >>Report & Analytics
- Click Browse Catalog
- Click Administration
- Navigate to Manage Publisher
- Click Security Center
- Click Browse to select a new PGP Key
- Click Upload, Page hangs
- Click Upload again, the following error is thrown

Importing public key file <file_name>.asc failed: reason = key file could not be imported: exit value=2
