Symptoms
Simple Promotion Created in RPM displays Start and End Date in GMT instead of actual time even though "Enable GMT for Price Changes" is set to Yes.
STEPS

The issue can be reproduced at will with the following steps:
1. Enable GMT for Price Changes as 'YES' in SIOCS
2. Create a promotion in RPM
3. Process the file in SIOCS and Lookup for Pricing events for the item in Item Lookup > Pricing Info screen
4. Start date time and end Date time are displayed in GMT.
