Duplicate Price Changes Approved For Today

Symptoms
On : 23.1 version, Pricing - Price Changes
Using REST services, you are able to create/approve duplicate price changes at either the zone or location level
The issue can be reproduced at will with the following steps:
Pre-requisite: Using Rest
Scenario 1 (for tomorrow)
1- Create a new price change. 1 item, 1 loc, effective_date = tomorrow
2- Created ok
3- Repeat using the same Rest file
4- Check at database, only 1st record is approved. Others are with conflict
Scenario 2 (for today)
1- Create a new price change. 1 item, 1 loc, effective_date = today
2- Created ok
3- Repeat using the same Rest file, repeat 3-4 times.
4- Check at database, all are approved and on 'executed' status. All data at payload.
