BI Publisher Custom Report Does Not Accept SQL Query - ORA-00942 - Table or View Does not Exist

Symptoms
On : 23.1 version, Merch - Foundation
When attempting to run a custom BI report the following error occurs:
ERROR
-----------------------
ORA-00942: table or view does not exist
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open BI Publisher then go to catalogue
2. Once in catalogue folder open > Custom then locate > *The Custom Report*
3. The report should process, however it shows an error: SQL query is either incomplete or invalid.
