Oracle Fusion Learning Cloud: Issue Occurring When Loading Learning Records With HDL With Completion and Renewal Details Tied to a Learning Initiative

Symptoms
Learning Records were loaded in with completion and renewal details using the process which is outlined here:
This involved the following steps:
- Load Course/Offering/Offering Activity Section and Activities by HDL.
- Create a dummy initiative in the UI with Learner Reconciliation not selected.
- Load in LearningRecord for the course by HDL (HCM Data Loader) and link that to the dummy initiative at the course level.
- Load in LearningRecord for the offering by HDL. Do not link this to the initiative.
- Load in LearningRecordActivityAttemptV3 by HDL to complete the offering which completes the course.
- Renewal records are automatically created by HDL.
After doing the above, the following issues were observed:
- The initiative doesn't show the list of learners that were assigned to it (ie. those learners whose learning records were loaded in linked to the initiative).
- If the initiative is edited, the new initiative criteria (eg. changed expiry date) does not apply to the learners whose records were linked to the initiative.
- The initiative is not dynamic (eg. learners can't drop on and off, as there is no dynamic criteria which defines them).
- If it is manually attempted to assign the course or offering again because the learners aren't shown in the initiative assigned to list, nothing happens (no errors are shown on screen) but there are errors in the underlying tables.
