Registering External User Through Folder Membership Dialog Failed (Doc ID 3004962.1)

I tried to share a folder with an external user with creating the user, as per the following document.

8 Share Files and Folders
Share Folders > Add External Users

It used to work fine. But recently, it fails with the error "User does not exist".
