Empty User Information (Routing) In Activity History (Doc ID 3005059.1)

Symptoms

ISSUE DESCRIPTION:

Activity history screen is missing User information for some actions (ex: Routing), as well as in the message scenarios (ex: assignedBy_label scenario must set the assigned_by property, but we have empty values for the Routing values).

EXPECTED BEHAVIOR:
===================
User information should be present for all actions on activity history tab.

ACTUAL BEHAVIOR:
================
User information missing in some cases, apparently all related to routing.
