Cost Organization Period Validation Has Pending Inventory Transactions Showing Validation Exception Error "The expenditure item date isn't within the YYYY-MM-DD task transaction start date and YYYY-MM-DD task transaction end date."

Symptoms
When attempting to Close costing period, errors occur and they are not costed.
Additionally, there are transactions that show in the Pending Transaction View and the provided log file shows the following errors for all 6 of them:
The expenditure item date isn't within the 2021-02-26 task transaction start date and 2022-11-11 task transaction end date.
As a result of this error, the user is not able to close the period.
The issue can be reproduced with the following steps:
1. Go to Manage Cost accounting period task
2. Close the period
3. These requests then show up in the Pending Transaction View with errors
