Workflows may fail on ExaCC after DBCS Agent Upgrade to 24.1.1 with a message: The database host services are unavailable or not in the active state

Symptoms
Beginning Feb 06, 2024, Oracle began rolling out version 24.1.1 of the DBCS agent on ExaCC. After this push update of the DBCS Agent to 24.1.1 on ExaCC environments, some customers may see workflows such as Create Database, Patching Pre-checks, Storage Expansions or other Console initiated operations failing with the following message:
The database host services are unavailable or not in the active state. Please refer to the following MOS note and restart services - "How to Manage and Check Health of Exadata Cloud Related Services - ExaCS & ExaCC (Doc ID 2926648.1)"
DBCS Agent (JAVA) is not listening on the port # 7070
