Fusion Global HR: Alert Email Notification Is Sent to Only One Assignment Line Manager Instead of Both

Symptoms
Issue: Person has two assignments with two different line managers. Alert is triggering notification to only one assignment line managers even if two assignments of the same person satisfies filter expression used in the alert.
Example:
Person with 2 assignments (E1A &E1B) with different line manager (M1A & M1B), with same projected end date. The alert is created to trigger notification to both assignment line managers when projected end date is approaching. When alert is run, email got triggered to only M1B. Email should trigger to both line managers (M1A & M1B).
