Unit And PL Stock Counts Are Not Considering Discrepant Items Without The Recount (Doc ID 3005534.1)

Symptoms

On: 23.2.401.1 version, Inventory Management

ACTUAL BEHAVIOR
---------------
Unit and PL Stock Counts do not consider discrepant items without the recount.

When a recount is not performed, the items are not considered as discrepant items. This is happening for unit and problem line stock counts.

EXPECTED BEHAVIOR
-----------------------
items that are not re-counted should show as discrepant.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create unit stock count.
2. Validate the stock for the items to be counted before starting the test.
3. Count the items in SOCS giving more items than currently available.
4. Complete the child, and the child will be in recount status.
5. Complete again without recounting. (Message showing "All items with blank re-count quantities will be left as 'not counted'. Are you sure you want to complete the re-count?")
6. In EICS Stock Count Authorization screen the items are being shown as counted with the same figure in the re-count qty column. and "no" in the discrepant column.
