SIOCS - 'Cleanup Stock Counts' Batch Executes But No Message Published To MFCS (Doc ID 3005565.1)

Symptoms

Cleanup Stock Counts batch delete Stock count in SIOCS as expected but no message published to MFCS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make sure days.to.hold.unexecuted.stock.counts=2 in system configuration screen.
2. Create stock count with STOCK_COUNT.TYPE= 1- unit or 2 - unit and amount or 3 - problem line and STOCK_COUNT.STATUS =0 - New or 1 - Count Scheduled or 2 - Count In progress
3. Run Cleanup Stock count batch.
4. Verify Stock count is deleted for STOCK_COUNT.STATUS=0,1,2 and STOCK_COUNT.TYPE=1,2,3 in SIOCS as expected based upon system configuration parameter.
5. Note Cleanup Stock count job did not publish any messages to MFCS and stock count is not deleted in MFCS


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, this will cause the end of month process in MFCS to fail since the process is configured to fail if an open stock count exists.
