Symptoms
Users are unable to open the time card in redwood/enhanced time card UI.
This happens in two cases:
1) When the time card layout contains a mandatory Multi Attribute Time card field and a non-mandatory Single Attribute Time card field
2) When the time card layout contains a non-mandatory Multi Attribute Time card field
