ACTUAL BEHAVIOR

ALL_v23: omnichannel/v2/item/promotion returns wrong encoded chars
When using the "omnichannel/v2/item/promotion" endpoint, the returned descriptions with ? instead of the £ sign.
The Promotion description input in the UI is "Spend £ get £ off 04/07/23" while the returned JSON payload is "Spend ? get ? off 04/07/23"

The issue can be reproduced at will with the following steps:
Create a promotion with a Pound symbol (£) in the offer description
Execute a Get from omnichannel/v2/item/promotion endpoint
The offer description has replaced the Pound symbol (£) with a question mark (?)
