Getting Conflict Alert when clicking Save action on versioned quotes (Doc ID 3005954.1)

Symptoms

Getting below Conflict Alert when clicking Save action on versioned quotes.
The Save action has a nested/chain action and the Advanced Validation is "Simple Validations".
Transaction Editing Mode: Single User.

The nested action can be called from:
1) Advanced Modify - After Formulas.
2) Advanced Modify - Before Formulas.
3) Modify Tab > Define Function.
4) Modify Tab > Revert to Default.

Could not perform Action: Save
Another user [User Name] <User Email> has modified this quote. You are not able to save the changes you made since the last time you saved. Please refresh the quote to view the latest version and continue editing.

Changes

 Upgrade to Version 23D or later.
