FAW - Blank Canvas in Shared Workbook, Unviewable but Editable (Doc ID 3005975.1)

Symptoms

When a report in a Workbook has no viewable canvas, and other users whose profile is default to "Open Workbooks as a Viewer" would not be able to view the Workbook after opening it. It would just show a blank page, and unable to go to 'edit' either. But if the same is opened from the Catalog to be edit, or appending to the FAW URL &viewermode=falseit can be edit by other users.
