When Loading Relationships Using P6 Web Services a Timeout Occurs

Symptoms
When attempting to run a P6 Web Services request to retrieve relationships, a timeout occurs or performance is very slow.
STEPS

The issue can be reproduced at will with the following steps:
1. Create a request to read relationships
p6ws/services/RelationshipService

<v1:Field>SuccessorProjectId</v1:Field>
<v1:Field>PredecessorWbsShortName</v1:Field>

<v1:Field>PredecessorProjectId</v1:Field>
<v1:Field>PredecessorProjectObjectId</v1:Field>

2. The above request runs quickly.
3. Add WBS fields to the request
