Report System Options Are Not Editable (Doc ID 3006181.1)

After applying 23.1.301.0, Report System options can no longer be edited. All values are grayed out.

Steps To Reproduce:

Go to MFCS> Tasks >Application Administration>Report Options as a user with required duty/privileges to edit.
Note that options cannot be edited.
