On : 23.D.02 version, Resources

ACTUAL BEHAVIOR
---------------
Resources not available for different users with the same User Type

We have noticed that some users don't have access to the same number of resources and we have tested using the same User type and some users will not visualize and others will visualize other resources even tough the configuration it's the same and there is not any filter on or restriction to it.

EXPECTED BEHAVIOR
-----------------------
Users should be able to view all resources.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Menu> Resources>
2. Search for and select the user type in question
3. 10 resources appear for one user and 14 appear for another user

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot view all resources.
