User Not Able To Add Items To Transfer Request With Only Create Transfer Request Permission

Goal
User not able to scan items while creating transfer request if "transfer.request.edit" permission is revoked even though user have "transfer.request.create" access.
ERROR

"The scanned item doesn't exist as line item"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Remove transfer.request.edit access from user role and assign only transfer.request.create access to user role
2. Create a transfer request from SOCS device
3. Scan the item to add the items in transfer
4. Note that system error is thrown "The scanned item doesn't exist as line item"
