Child Item Creation Failed with ISCL_EXISTS Error (Doc ID 3006436.1)

Symptoms

Client getting ISCL_EXISTS  error in Child Item creation with below steps :

1) Create Parent item with Supplier Location detail 
2) Parent item created with entry in ITEM_SUPP_COUNTRY_LOC for given location ( WH1)
3) Try to create child item with same parameter as in Step 1 for supplier location details
Subscription fails with error : ORA-20001: [ISCL_EXISTS]Field: ,ITEM:XXX,SUPPLIER:XXX,COUNTRY:XX,LOC:XXX returned by program unit CORESVC_ITEM.PROCESS_ISCL.]
