Symptoms

We identified a case where some activities should have been optimized to a resource whit better time availability and work zone ratio. Instead, the routing left the activities untouched, they were preassigned to another resource which was busy to perform the activities earlier and had less work zone ratio. We expected that the resource with better work zone ratio and time availability had received the activities to start them earlier.
