Optional Manual Strategy Tasks Are Not Skipping After Optional Wait Time Has Expired (Doc ID 3006825.1)

When viewing Strategy Tasks that are assigned to a customer, optional tasks remain open long after the optional wait time has expired.  The users run the ESS job for 'Process Strategy Tasks', and it is filled with the following errors:

Steps to Reproduce:

Responsibility: Collections Dashboard
: Profile > Strategies

  1. The customers have optional work items that remain open, even though the optional wait time has expired.
  2. Run the ESS job 'Process Strategy Tasks'.  There are several errors in the log file, and the optional wait time remains open.
