Constrained Commerce Dynamic Menu Doesn't Show All Available Options (Doc ID 3007071.1)

Symptoms

When using a constraint rule to limit the menu options available in a commerce dynamic menu, values that should be allowed do not appear in the menu when scrolling through the list of options.  The valid option can be searched for by typing the value, but it doesn't appear in the drop down list.
