Performance Issue On Item Induction On CFA Processing

Symptoms
Customer has a use case for uploading large volumes of item CFA updates twice a year using a custom item maintenance template.
In tests with different volumes, updates with up to 1000 items are processed relatively quickly, but updates with 1000 items or more on the upload template are taking excessively long, out of proportion to the number of items:
100 items - ~1 second
500 items - ~2 seconds
1000 items - 12 to 17 minutes
2000 items - 2 hours plus
Expectation: item upload for large volumes does not run so disproportionately slowly, especially given that the template is only updating single values in one table (ITEM_MASTER_CFA_EXT).
