On : 23.2 version, Shipping and Receiving

ACTUAL BEHAVIOR

The carrier name and address shouldn't be mandatory

Result: The carrier name and address are mandatory but when you change the type to sender and then to receiver again it is not mandatory anymore.


EXPECTED BEHAVIOR

The carrier name and address shouldn't be mandatory.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Shipping & Receiving -> Transfer Shipment -> Create the Shipment -> In ''…'' select edit shipment -> Select some motive
It shows the carrier name and address as mandatory so if I try to save it shows an error - Carrier Name is Required

2. Change the carrier info to sender and then to receiver again the carrier name and address is not mandatory anymore.
