Symptoms
On : 11.13.23.10.0 version, Contract Party Contact.
ACTUAL BEHAVIOR
---------------
Non-Resource Users are appearing in Contract Party Contact.
According to the Oracle note,
Only Resource User Be Available For The Contract Party Contact list of Values to Select (Doc ID 2660403.1)
Only the user who have been identified as a resource, can be added as team member under party’s tab in a contract. However, there are users, without resource assignment, are being allowed to be added as team member.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. End date a resource
2.Open a contract >Navigate to contact
3.Search for the resource which we end dated in step 1.
4.We can add that as contact
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users can add non resource employee in Party contact
