Symptoms

Updates on code_head/detail for price change status (PCSS) not reflected on Price Change template.

Steps to reproduce:
-------------------
1. Download the code & Description data template.
2. Filter by code type = PCSI.
3. Change the display order of records (Statuses).
4. Save and upload the template.
5. Download a blank price change template.
6. Open the status drop down.
7. Confirm the statuses are not displayed as per new ordering.
