Symptoms

Lookup Codes tagged with a country are missing from the Compensation Plan dropdown after the 24A upgrade.

Steps to Reproduce
-----------------------
1. Setup and Maintenance > Search > Manage Common Lookup
2. Search for the Lookup Type and observe that the Lookup Code has a country selected under " Tag"
3. Access Individual Compensation Plan
4. Navigate to the compensation type
5. Observe that tagged codes are missing from the list of values
