Private Location List can be Edited by User who did not Create it. (Doc ID 3008010.1)

Symptoms

When a location list is created and the attribute "Private" is selected, the expected behavior is that only the user who created it should be able to edit it. Currently System lets other users edit it .

Steps to reproduce:
-------------------------
1. Login in MFCS with USER_A credentials.
2. Create a location list with several stores and check the Private indicator.
3. Save and close the location list.
4. Login to MFCS with USER_B credentials.
5. Search for the location list ID created by USER_A.
6. Confirm the search returns the location list.
7. Open the location list and update it.
8. Save and Close.
9. Confirm the location list was updated by another user when it was created as Private.
