Network Routing And Capacity Are Not Working With Dynamic Clustering Turned On (Doc ID 3008345.1)

Symptoms

Dynamic Clustering is enabled on Parameter Set. Customer has three leg Itinerary where the third leg has Capacity defined. There are two Equipment Groups possible where each have Capacity defined on the third leg. The first Equipment Group has limited capacity (e.g. one shipment), where the second Equipment Group has lots of capacity (e.g. 9999). One order is planned and it routes the three legs and chooses the first equipment and uses up that capacity. The second order is attempted to be planned, but fails to plan, as it appears to be trying to use that first capacity that is no longer available. If that second order is constrained to use the other Equipment, then it plans fine (plans three leg shipments)
