Symptoms

On : 24.A.04 version, Configuration

ACTUAL BEHAVIOR
---------------
Plugins Do Not Work on Non-Scheduled bucket

The plugins do not work when the non-scheduled activity assigned to a bucket. It worked before 24A.

EXPECTED BEHAVIOR
-----------------------
Assign non-scheduled activity to a bucket and open a plugin without an error.

STEPS

The issue can be reproduced at will with the following steps:
1. Assign a non-scheduled activity to a bucket
2. Open a plugin and the error message will pop up.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot execute a plugin on an unscheduled activity in a bucket.
