'At All Costs' Failing To Assign To Empty Routes In Bulk Routing (Doc ID 3009157.1)

'At All Costs' failing to assign to empty routes in Bulk Routing

This plan has one Filter which is set to have the 'At All Costs' cost of not assigning and a timeslot overdue of 10 Mins / Normal. However, it regularly fails to assign 1 of the 4 activities it's looking at, claiming Assignment will cause unacceptable overdue of another activity, even though there are generally multiple empty routes it could choose from. 
The question would be, why is Routing getting stuck focused on assigning the activity to a Resource that already has activities in their route and ignoring the Resources that don't have any. Even when the Assignment Assistant shows they are perfectly valid choices to use.

Routing will assign activities to resources within the bucket who have empty slots on their route.

"Assignment will cause unacceptable overdue of another activity"

The issue can be reproduced at will with the following steps:
1. Run the routing plan 
2. Activities are not assigned to resources within the bucket, even though the resources have empty slots.

The issue has the following business impact:
Due to this issue, activities are not being assigned to resources who have availability.
