Cannot End Activities Started By API Receive Error: Cannot execute this action. End time cannot be earlier than start time (Doc ID 3009311.1)

Symptoms

ENVIRONMENT DETAILS: 24.A.06

Within the web browser, users cannot finish tasks because the end time is before the start time.

ACTUAL BEHAVIOR:

When attempting to complete an activity by clicking the "End" button, an error appears.

EXPECTED BEHAVIOR:
======
All activities should be able to be completed by click the "End" button.

ERROR:
======
"Cannot execute this action. End time cannot be earlier than start time".

RECREATE STEPS:
======
1. Login to environment
2. Open and activity which was started via API
3. Attempt to End activity on the mobile app
4. Receive error message

BUSINESS IMPACT:
======
Due to this issue users cannot complete some activities.
API cannot be used to start activities, because it prevents the activities from being completed by the user within the first hour the activity is started.
