OCI: Operations Insights, AWR Snapshots Are Not Uploading To AWR Hub

Symptoms
AWR snapshots are not uploading to AWR Hub
Initial uploads after registration were completed, since that there were only rare uploads for local region and no uploads for adb from another region.
1) Local database keeps uploading some snapshots every hour;
2) ADB (Autonomous Database) registered as an External database from another region is not uploading any shapshots and its CONFIG_STATE is 'OPERATION_FAILED'.
SQL> select HUB_NAME, NODE_NAME, ROLE, HUB_MAILBOX, HUBMB_CREDENTIAL, LOCAL_MAILBOX, CONFIG_STATE from AWRHUB_CONFIG;

On Operation Insights Database Fleet, Both databases are listed with status active:
Example:
LocalDBName xxxxxxx xxxxxxx ACTIVE
adwtestdb xxxxxxx xxxxxxx ACTIVE
And upload history shows uploads only for local ADB.
