The Agent Action "Recalc Shipment " is not Working Correctly and Recalculating the Shipment for an Order Release (Doc ID 3009716.1)

Symptoms

Customer has setup a Rate with a Special Service associated with an Accessorial Cost.

An Automation Agent is used to insert to SHIPMENT_SPECIAL_SERVICE with this Special Service followed by the Agent Action: RECALC_SHIPMENT. It is found that this Special Service cost is NOT applied to the shipment after the RECALC SHIPMENT action.

If the user manually adds the Special Service to the Shipment (via UI) and runs the Recalculate Shipment Cost action, the cost IS applied.
