OCI Database Management Service : Unable To Create SQL Tuning Advisor tasks

Symptoms
Trying to create a SQL Tuning Advisor task from Performance Hub page does not create a Task.
Steps to Reproduce:
1. Navigate to the Main Menu --> Observability & Management --> Database Management
Administration --> Select the correct compartment & deployment type
Click on a Database from the Managed Database List.
2. From the Database Management Home Page --> Click on Performance Hub
3. Select one of the SQL from the list, which you would like to tune.
Click on Tune SQL.
4. Provide the details in "Run SQL Tuning Advisor" page and Submit.
5. The newly created Task does not show up in "SQL Tuning Advisor tasks" page.
